In one of the poorer districts of a big metropolis called DOG CITY, there are two rival gangs: The HAWKS and the DYNAMICS.
The Hawks are a group of antisocial hooligans who want to control the neighborhood. The Dynamics fight to guarantee themselves at least a small part of the district where they can live in peace.
A new neighbor called HOOPER has just moved in. The Hawks want to throw this strange ‘foreigner’ out. Conversely, the Dynamics see Hooper as a special character like a symbol of freedom and decide to stick by him.
